Chapter 1 - Introduction

on 8 March 2010. Prior to that date, the former Minister for the Environment,
Heritage and the Arts, the Hon Peter Garrett MP, and the Department of
Environment, Water, Heritage and the Arts (DEWHA) were responsible for the program.
As of 8 March 2010, responsibility was transferred to the former Minister for
Climate Change, Energy Efficiency and Water, Senator the Hon Penny Wong
and the Department of Climate Change and Energy Efficiency (DCCEE). On 14
September 2010, following the Federal election, the Hon Greg Combet MP was
sworn in as the new Minister for Climate Change and Energy Efficiency.
