Conduct of the Inquiry
On 20 October 1994, the Senate referred this matter to the Senate
Economics References Committee. The terms of reference were advertised in
national newspapers in December 1994 and submissions called for by 31 January 1994. The Committee received 69 submissions from a range
of individuals, organisations and government instrumentalities. A list of
submissions is given in Appendix 1.
