Overall conclusion

The Committee is satisfied that appropriate processes have been followed and concludes that Islamic State Khorasan Province and al-Murabitun continue to meet the definition of a terrorist organisation, namely that these organisations:
are directly or indirectly engaged in, preparing, planning, assisting in or fostering the doing of a terrorist action; or
advocate the doing of a terrorist act.
The Committee therefore supports the listing and re-listing of these organisations under the Criminal Code and finds no reason to disallow these legislative instruments.

On 14 September 2017 the Parliamentary Joint Committee on Intelligence and Security commenced a ​Review of the listing of Islamic State Khorasan Province and the re-listing of al-Murabitun as terrorist organisations under the Criminal Code.
