CHAPTER 1 - BACKGROUND
1.1 The Commonwealth Services Delivery Agency Bill 1996 was introduced
into the House of Representatives on 4 December 1996. On 12 December 1996
the Senate, on the recommendation of the Selection of Bills Committee
(Report No.18 of 1996), referred the provisions of the Bill to the Committee
for report by 18 March 1997.
1.2 The Reform of Employment Services Bill 1996 and the Reform of Employment
Services (Consequential Provisions) Bill 1996 were introduced into the
Senate on 12 December 1996. On 6 February 1997 the Senate, on the
recommendation of the Selection of Bills Committee (Report No.1 of 1997)
referred the provisions of the Bills to the Committee for report by 9 May
1997.
1.3 At a private meeting on 10 February 1997 the Committee agreed that
it would consider the Bills together, taking evidence at a single public
hearing and reporting on the three Bills by 18 March 1997. The Committee
decided upon this approach given that the Bills form a package of legislation
to provide a statutory framework to implement reforms to social security
and employment services and it was the Government's intention to gain
the Bills passage through Parliament during the March sittings.
1.4 The Committee received 6 submissions on the Commonwealth Services
Delivery Agency Bill and 9 submissions on the Reform of Employment Services
Bills. The submissions are listed in Appendix 1. The Committee considered
the Bills at a public hearing on 7 March 1997. Details of the public hearing
are referred to in Appendix 2
