1.2
This bill amends the Environment Protection and Biodiversity
Conservation Act 1999 to:
- require the minister to establish an independent scientific
reference panel and a stakeholder advisory group, and to commission an
independent assessment of the social and economic impacts of a proposal to
declare an area of sea or an area of land and sea as a Commonwealth reserve;
- require the minister to publish the reports of the scientific
reference panel and the stakeholder advisory group; and
- provide that a Commonwealth reserve declaration be subject to
disallowance.
1.3
The statement of compatibility states that the bill does not engage
human rights.
1.4
The committee considers that the bill does not appear to raise any
human rights concerns and the statement of compatibility is adequate.
