157 Appointment of managers

A motion for requesting a conference shall contain the names of the senators proposed by the mover to be the managers for the Senate.

If, on such a motion, any senator so requires, the managers for the Senate shall be selected by ballot.

Managers to represent the Senate in a conference requested by the House of Representatives shall consist of the same number of members as those of the House of Representatives.

Commentary
Edwards was on the Senate staff for all of the conferences that have been held. He had surprisingly little to say in his 1938 MS about the procedures, probably because they were so straightforward and prescriptive.
Conferences are attended only by the “managers” appointed by each House to represent them. Senate managers are appointed at the same time as the motion proposing that a conference be held is dealt with (if it is a Senate-initiated conference). For a conference initiated by the House of Representatives, the Senate appoints the same number of managers as the House.
