1.1
The Clean Energy Legislation introduced an equivalent carbon price which
applies to the import or manufacture of bulk synthetic greenhouse gases (SGGs)
and import of all products containing these gases. These bills propose the
repeal of those levies with effect from 1 July 2014.

The Ozone Protection and Synthetic Greenhouse Gas (Import Levy)
Amendment (Carbon Tax Repeal) Bill 2013 [No. 2] seeks to amend the Ozone
Protection and Synthetic Greenhouse Gas (Import Levy) Act 1995 to repeal
provisions imposing an equivalent carbon price through levies imposed on the
import and manufacture of synthetic greenhouse gas after 1 July 2014.

The Ozone Protection and Synthetic Greenhouse Gas (Import Levy)
(Transitional Provisions) Bill 2013 [No. 2] seeks to provide for an exemption
from the equivalent carbon price for the import of bulk synthetic greenhouse
gases between 1 April and 30 June 2014 if certain conditions are met.

The Ozone Protection and Synthetic Greenhouse Gas (Manufacture Levy)
Amendment (Carbon Tax Repeal) Bill 2013 [No. 2] seeks to amend the Ozone
Protection and Synthetic Greenhouse Gas (Manufacture Levy) Act 1995 to
repeal provisions imposing an equivalent carbon price through levies imposed on
the import and manufacture of synthetic greenhouse gas after 1 July 2014.

44th Parliament.[1]

The committee considers that these bills do not appear to give
rise to human rights concerns.
