The Committee was re-appointed in November 2004, and has re-adopted the terms of reference listed below. All evidence and submissions received by the previous committee have been readopted. However the Committee would welcome any new or additional information. Closing date for submissions is 7 February 2005.

That, pursuant the paragraph 206(b) of the Native Title Act 1993, the Parliamentary Joint Committee on Native Title and the Aboriginal and Torres Strait Islander Land Fund inquire into and report on the capacity of Native Title Representative Bodies to discharge their responsibilities under the Act with particular reference to:

(1) the structure and role of the Native Title Representative Bodies;

(2) resources available to Native Title Representative Bodies, including funding and staffing; and

(3) the inter-relationships with other organisations, including the strategic planning and setting priorities, claimant applications pursued outside the Native Title Representative Body structure and non-claimant applications.

Submissions become Committee documents and are made public only after a decision by the Committee. Persons making submissions must not release them without the approval of the Committee. Submissions are covered by parliamentary privilege but the unauthorised release of them is not.

Following consideration of submissions, the Committee will hold public hearings. The Committee will consider all submissions and may invite individuals and organisations to give evidence at the public hearings.
