The Committee recognises that the inclusion of ‘Cut-Off’ in the treaty
title is contentious for some states as there is disagreement as to whether the
treaty should ban only the future production of fissile material (Fissile
Material Cut-Off Treaty) or whether it should deal as well with existing
stockpiles (Fissile Material Treaty). This is discussed further in this
chapter. For the purposes of the report, the Committee uses the term Fissile
Material Cut-Off Treaty.
