Recommendation 1
1.72 The committee recommends that the Government
review the merits of the various suggestions put forward in the
Inspector-General of Intelligence and Security's 2006–07 Annual Report,
including the following transparency and accountability issues:
- amending the Inspector General of Intelligence and
Security Act 1986 to provide, where appropriate, more frequent reporting of
the IGIS's activities in the period between its annual reports;
- expanding the agency oversight of the Inspector-General of
Intelligence and Security; and
- allowing, in certain circumstances, refugee applicants access to
appeal to the Administrative Appeals Tribunal.
1.73 This review should be undertaken and its findings
reported to the Senate by the last sitting day of September 2009.
