Additional comments by Australian Democrats

The Australian Democrats endorse the Chair's report. However, given the short time between the hearings and the Committee's reporting date, there has not been sufficient time to clarify some important matters, particularly in relation to the alleged loophole in the anti-siphoning scheme.

Consequently Democrat Senators reserve their position on whether there needs to be an amendment to close the alleged loophole.
