COMMITTEE REPORT
SUMMARY OF RECOMMENDATIONS
The Committee RECOMMENDS that the Ministerial Council of Employment,
Education, Training and Youth Affairs (MCEETYA) promote the coherent development
of planned educational provision at school level through the establishment
of transparent State and Territory planning mechanisms which address both
government and non-government schools. Such mechanisms could take the
form of restructured New Schools Committees or Joint Planning Committees
which would need to be representative, accessible and open to public scrutiny.
The Committee RECOMMENDS that DEETYA undertake immediately a round of
detailed consultations with the State and Territory governments in relation
to the anticipated savings arising from the Enrolment Benchmark Adjustment,
and report to the Minister on the outcome of those consultations as soon
as possible.
The Committee RECOMMENDS that the States Grants (Primary and Secondary
Education Assistance) Bill 1996 be passed without amendment.
