Inquiry into provisions of the Skilling Australia's Workforce Bill 2005

This states grants bill was referred to the committee on 15 June. It provides $4.4 billion in 2005-08, to states and territories for vocational education and training.

The legislation is intended to underpin the Government's new National Training Arrangements, the programs which will take the place of the now disbanded ANTA arrangement between the Commonwealth and the states.

An essential feature of the bill is the linking of funds with conditions imposed on the states and territories to implement Commonwealth policy in regard to choice of employers and new apprentices, industrial relations changes in TAFE colleges, increased emphasis on competency-based training, and a requirement that private VET institutions have access to TAFE colleges and facilities.

The committee invites submissions from interested parties and are due by 22 July 2005. The report is listed to be tabled on or before 18 August 2005.
