2008-09 Annual Report
Standing order 19(3) provides
that the committee make an annual report to the Senate on the operations of the
Senate’s appropriations and staffing and related matters.
During the reporting period,
the committee tabled the following two reports:
- Annual report 2007-08; and
- 47th report in which the
committee, in accordance with standing order 19(2) and (3), determined that the
total appropriation for the Senate by the Parliament in the appropriation bill
for 2009-10 is $20.482m.
During the reporting period,
the committee met on 11 March 2009 and considered the following matters:
- Correspondence between the President
and the Minister for Finance and Deregulation on the ordinary annual services
of the government and, in particular, issues arising from the classification of
proposed expenditure in the annual appropriations bills, according to whether
it is expenditure for the ordinary annual services of the government. This
correspondence is attached as Appendix 1 and should be read in conjunction with
previous correspondence that is included in the committee's 45th report. The
committee still awaits a substantive response from the Minister on the matters
that it raised.
- Proposed processes to be followed
for the selection and appointment of the next Clerk of the Senate.
- Possible budget savings and a
review of internal security operations by the Department of Parliamentary
Services (DPS). The committee was briefed on these matters by Mr Alan Thompson
(Secretary, DPS) and Mr David Kenny (Deputy Secretary, DPS).
