The Committee is satisfied that appropriate processes have been followed and concludes that Hizballah’s External Security Organisation continues to meet the definition of a terrorist organisation, namely that the organisation:
is directly or indirectly engaged in, preparing, planning, assisting in or fostering the doing of a terrorist action; or
advocates the doing of a terrorist act.
The Committee therefore supports the re-listing of this organisation under the Criminal Code and finds no reason to disallow the legislative instrument.
