Chapter 1 Introduction

Background to the review

1.1                   The Joint Committee of Public Accounts and Audit (JCPAA) has a statutory duty to examine all reports of the Auditor-General that are presented to the Australian Parliament, and report the results of its deliberations to both Houses of Parliament. In selecting audit reports for detailed review, the Committee considers factors such as:

n  the significance of the program or issues raised in audit reports;

n  the significance of the audit findings;

n  the arguments advanced by the audited agencies; and

n  the public interest in the report.

1.2                   Upon consideration of twenty-one audit reports presented to the Parliament by the Auditor-General between November 2012 and May 2013, the Committee selected two reports for further scrutiny.

1.3                   The reports reviewed by the JCPAA in detail were:

n  Performance Audit Report No.17 2012–13 Design and Implementation of the Energy Efficiency Information Grants Program; and

n  ANAO Report No.28 2012–13 The Australian Government Performance Measurement and Reporting Framework: Pilot Project to Audit Key Performance Indicators.

1.4                   Public hearings for the two reports were held in Canberra on Wednesday, 19 June 2013.

The Committee’s report

1.5                   This report of the Committee’s examination draws attention to the main issues raised at the public hearing. Where appropriate, the Committee has commented on unresolved or contentious issues, and has made recommendations.

1.6                   The Committee’s report is structured as follows:

n  Chapter 2 – Performance Audit Report No.17 2012–13 Design and Implementation of the Energy Efficiency Information Grants Program

n  Chapter 3 – ANAO Report No.28 2012–13 The Australian Government Performance Measurement and Reporting Framework: Pilot Project to Audit Key Performance Indicators.

1.7                   The following appendices provide additional information:

n  Appendix A – List of submissions

n  Appendix B – List of public hearings and witnesses

n  Appendix C – Department of Finance and Deregulation response to Recommendations 1 to 3 of JCPAA Report 430.
