Chapter 1 Early Years Quality Fund Special Account Bill 2013

[1]       A special account is an appropriation mechanism hat allocates an amount within the Consolidated Revenue Fund to be expended for a specific purpose. Section 21 of the Financial Management and Accountability Act 1997 provides that a special account may be established by legislation, with monies expended only for specified purposes as outlined in the originating legislation.
