    Amends the:
    Air Services Act 1995
    to: provide that the functions of Airservices Australia (AA) include undertaking activities to protect the human and natural environment, community amenity and residential areas from the effects of the operation and use of aircraft, and associated effects; introduce new consultation arrangements for AA and persons affected by aircraft noise; require AA to consider the need to minimise the impact of aircraft operations on the human and natural environment, community amenity and residential areas when preparing corporate plans; expand the AA board by up to two members and require that it include an expert in environmental management and a representative of a community group affected by aircraft noise; and provide for the creation and operations of the Aircraft Noise Ombudsman and related reporting arrangements; and
    Environment Protection and Biodiversity Conservation Act 1999
    to require the minister to appoint an independent Community Aviation Advocate to represent communities affected by aircraft noise.

    to: enable the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA) to recover the costs of its oversight of well operations under greenhouse gas titles by imposing a well investigation levy, an annual well levy and a well activity levy in relation to greenhouse gas wells; impose the well activity levy on submission of a five-yearly revision of a well operations management plan and remove the levy imposed on applications for approval to commence well activities; clarify that it is a compliance investigation under the
    Regulatory Powers (Standard Provisions) Act 2014
    in relation to which a safety investigation levy or well investigation levy may be imposed; and remove certain spent provisions.

    Introduced with the Offshore Petroleum and Greenhouse Gas Storage (Regulatory Levies) Amendment Bill 2018, the bill amends the
    Offshore Petroleum and Greenhouse Gas Storage Act 2006
    to: transfer regulatory responsibility for offshore greenhouse gas wells and environmental management from the minister to the National Offshore Petroleum Safety and Environmental Management Authority (NOPSEMA); strengthen and clarify the powers of NOPSEMA inspectors to monitor and enforce compliance by regulated entities with their obligations under the Act and associated regulations; ensure valid designation of certain areas as ‘frontier areas’ for the purposes of the Designated Frontier Area tax incentive; and make minor policy and technical amendments in relation to the operation of the Act.

What is a bill?
