    Australian Security Intelligence Organisation Act 1979
    to strengthen its counter-terrorism powers, in particular by: enabling the Australian Security Intelligence Organisation (ASIO) to seek a warrant to detain and question persons over 14 years of age for the purposes of investigating terrorism offences; and provides for safeguards in relation to these new powers, and penalties for officials’ failure to comply with provisions; and
    Telecommunications (Interception) Act 1979
    in relation to the authorisation of communication of intelligence by persons other than ASIO officers. Also provides for review of the operation of the legislation 3 years after its commencement.

    Summary
    Implements certain recommendations of the
    Report of the Review of Australia's Sports Integrity Arrangements
    (the Wood review) by amending the:
    Australian Sports Anti-Doping Authority Act 2006
    and
    Australian Sports Commission Act 1989
    to abolish the Anti-Doping Rule Violation Panel; and
    Australian Sports Anti-Doping Authority Act 2006
    to: extend statutory protection against civil actions to national sporting organisations and their staff in the exercise of anti-doping rule violation (ADRV) functions; extend the current protection that allows an entrusted person to resist production of protected information to a court or tribunal to any person in possession of protected information; change the statutory threshold at which the Australian Sports Anti-Doping Authority CEO may issue a disclosure notice from 'reasonably believes' (that a person has information, documents or things that may be relevant to administration of the national anti-doping scheme) to 'reasonably suspects'; allow a person entitled to inspect or view a document produced pursuant to a disclosure notice to do so only at such times and places as the CEO thinks appropriate; increase the penalty for non-compliance with a disclosure notice from 30 to 60 penalty units; and provide that a person is not excused from complying with the requirement to answer a question, give information or provide a document or thing on the grounds that doing so may incriminate them or expose them to a penalty.

    Part of a package of seven bills to implement changes to the financial sector levy setting framework, the bill amends the
    Authorised Deposit-taking Institutions Supervisory Levy Imposition Act 1998
    to: separate the authorised deposit-taking institutions supervisory levy into a restricted and an unrestricted component; increase the statutory upper limit for the restricted levy component set for the 2005-06 financial year; and alter the calculation of the indexation factor used to establish the statutory upper limits applying in later financial years. Also contains an application provision.
