  Introduced with the Textile, Clothing and Footwear Strategic Investment Program Amendment (Post-2005 scheme) Bill 2004 to extend the Textile, Clothing and Footwear Strategic Investment Program for another 10 years, the bill amends the

  Customs Tariff Act 1995

  to: reduce customs duty rates applicable to clothing and certain finished textiles to 10 per cent from 1 January 2010 and to 5 per cent from 1 January 2015; reduce customs duty rates applicable to other textile, clothing and footwear goods to 5 per cent from 1 January 2010; and provide for customs duty credits to be applied against imports of certain clothing and textile goods until 30 June 2017.

  Textile, Clothing and Footwear Strategic Investment Program Act 1999

  to extend the program, through the establishment of: the TCF Post-2005 Strategic Investment Program (SIP) Scheme to provide grants for eligible capital expenditure; and the TCF Small Business Fund focusing on grants to develop the business enterprise culture of small TCF entities unable to benefit from the TCF post-2005 (SIP) Scheme. Also contains an application provision.

  to limit a court’s jurisdiction to determine a defendant’s application for review of a certificate decision by the Attorney-General; and to exclude a person from requesting a written statement of reasons for a certificate decision from the Attorney-General; and

  Judiciary Act 1903

  to give the relevant Supreme Court jurisdiction in respect of applications for writs of mandamus or prohibition, or injunctions.
