    Establishes a system of governance and accountability across Commonwealth entities by: establishing a uniform set of duties for accountable authorities; establishing a uniform set of duties for all officials who use or manage public resources; establishing a comprehensive and uniform reporting framework including requiring the development of corporate plans; placing a duty on entities to establish appropriate systems of risk oversight and management (earned autonomy); enabling Commonwealth entities to partner with the states, territories and not-for-profit sector; and clarifying the Finance Minister’s role in relation to the financial framework. Also requires the minister in consultation with the Joint Committee of Public Accounts and Audit to cause an independent review of the operation of the Act after three years.

    Foreign Passports (Law Enforcement and Security) Act 2005
    to require the Minister for Foreign Affairs to deny a passport or demand the surrender of a foreign travel document when an Australian citizen is on a state or territory child sex offender register with reporting obligations; and
    Criminal Code Act 1995
    to create an offence for a registered child sex offender with reporting obligations to travel, or attempt to travel, overseas without permission from a relevant authority.

    Part of a package of three bills to increase maximum excess levels for private hospital cover, the bill amends the:
    Private Health Insurance Act 2007
    to: increase maximum excess levels for products providing an exemption from the Medicare levy surcharge; enable age-based premium discounts for hospital cover; enable private health insurers to cover travel and accommodation costs for regional Australians as part of a hospital treatment; require insurers to maintain up to date information about complying health insurance products in the form of a ‘private health information statement’; require the minister to assess and determine whether or not to include a private hospital in a class of hospitals eligible for second-tier default benefits; and enable insurers to terminate products and transfer affected policy-holders to new products;
    Age Discrimination Act 2004
    to enable age-based premium discounts to be made available to younger people; and
    Ombudsman Act 1976
    to provide the Private Health Insurance Ombudsman with powers to conduct inspections and audits at the premises of insurers or brokers. Also includes transitional provisions relating to the treatment of benefit limitation period inclusive policies.

    to: enable the National Joint Replacement Register (NJRR) levy to be imposed on the recording on the NJRR of the provision of a joint replacement prosthesis, rather than for being a sponsor of a joint replacement prosthesis; set a cap of $5000 on the amount of NJRR levy payable for a financial year by a sponsor; and make technical amendments.
