    Aviation Transport Security Act 2004
    to: allow the prohibited items list to be made by legislative instrument; and enable the secretary to delegate powers and functions to a Senior Executive Service (SES) officer in the Attorney-General’s Department; and
    Maritime Transport and Offshore Facilities Security Act 2003
    to: exempt ship operators from certain security requirements in certain circumstances; make regulations to define different classes of passenger ships and to enable screening officers to conduct frisk searches of passengers and crew; enable certain persons to be appointed as security assessment inspectors; enable the secretary to delegate powers and functions to agency heads and certain SES officers in other agencies in certain circumstances; and make amendments in relation to image recording powers.

    to enable cargo to be certified for security purposes earlier in the supply chain by: expanding the definitions of ‘cargo’ and ‘certified’; aligning certification processes with examinations to allow certification of cargo by air cargo agents and aircraft operators; enabling the Secretary to issue a notice prescribing the circumstances in which cargo may be certified; and providing for transitional arrangements for transport security programs.

    AusLink (National Land Transport) Act 2005
    to: replace references to ‘AusLink’ with ‘Nation Building Program’; clarify funding for off-network projects and off-network projects in regional areas; enable the minister to specify funding conditions in certain documents from time to time; enable the minister to grant certain funding recipients an exemption for calling for public tenders; extend the types of projects that can receive funding as Nation Building Program Black Spot Projects; and enable the minister to increase monies payable to organisations on the Nation Building Program Roads to Recovery List.     Federal Financial Relations Act 2009
    to increase the general drawing rights limit for the 2008-09 financial year to $1,250,000,000 to enable the Commonwealth to provide general purpose financial assistance to the states; and
    Local Government (Financial Assistance) Act 1995
    to enable the minister to permit a state to receive an entitlement to financial assistance before the end of the financial year to which that assistance relates.

    Summary
    Introduced with the Transport Safety Investigation Amendment Bill 2009, the bill amends the:
    Civil Aviation Act 1988
    and
    Aviation Transport Security Act 2004
    to: establish a Civil Aviation and Safety Authority Board appointed by the minister; and provide for the board's functions and powers; and
    Civil Aviation Act 1988
    to: create an offence for negligently consigning or carrying dangerous goods on an aircraft; extend the period of Enforceable Voluntary Undertakings from six to 12 months; and clarify certain provisions in relation to: entitlements to certain protections for reporting information, the demerit points scheme, automatic stay, investigative powers, search and seizure procedures, and oversight of foreign aircraft operations.
