    Consequent on the Social Security Legislation Amendment (Improved Support for Carers) Bill 2009, the bill amends the:
    Social Security Act 1991
    in relation to: redundant references; activity test relief; short term or episodic carers qualification for a health card; and principal beneficiaries of special disability trusts;
    Social Security (Administration) Act 1999
    in relation to: redundant references; and backdating claims for carer payments made between 1 July and 1 October 2009; and
    Veterans’ Entitlements Act 1986
    in relation to principal beneficiaries of special disability trusts.

    Amends the:
    Income Tax Assessment Act 1936
    to: exempt from income tax foreign employment income derived by an Australian resident employed as an aid worker, a charitable worker, a defence or police deployment, and activities prescribed by regulation;
    Superannuation (Government Co-Contribution for Low Income Earners) Act 2003
    to temporarily reduce the matching rate and maximum co-contribution payable on individual eligible personal superannuation contributions; and
    Income Tax Assessment Act 1997
    and
    Income Tax (Transitional Provisions) Act 1997
    to reduce the caps on concessional superannuation contributions and transitional concessional superannuation contributions.

    to: revise the maximum funding amounts for the Commonwealth Grant Scheme, Other Grants, and Commonwealth Scholarships; include a funding cluster for education and provide increased funding for all clusters; increase the maximum additional funding certain eligible higher education providers can receive; vary the purposes for which Other Grants may be made and eligibility for those grants; change maximum student contribution amounts for certain students; remove the OS-HELP loan fee from 2010; and apply new indexation arrangements to maximum student contribution amounts in 2011.
