    to implement amendments to the Annexes to the International Convention for the Prevention of Pollution from Ships by: imposing restrictions on the discharge of sewage from passenger ships in special areas; revising requirements relating to the disposal by ships of garbage at sea; making the Energy Efficiency Design and the Ship Energy Efficiency Management Plan mandatory for certain ships of 400 gross tonnage that are engaged in international trade; and clarifying the application of federal jurisdiction in certain parts of the territorial sea.     Financial Management and Accountability Act 1997
    (FMA Act) to empower the Commonwealth, where authority does not otherwise exist, to make, vary or administer arrangements under which public money is or may become payable, or to make grants of financial assistance, including payments or grants for the purposes of particular programs, where those arrangements or grants are specified in regulations;
    Administrative Decisions (Judicial Review) Act 1977
    to clarify that decisions made under these provisions of the FMA Act are not subject to judicial review; and Financial Management and Accountability Regulations 1997 to specify, for the purposes of these provisions of the FMA Act, arrangements, grants and programs.
