  in relation to: health clearances for incoming overseas vessels; independent medical assessments; vector monitoring and control activities; creation of vector control offence and penalty provisions; insertion and repeal of certain definitions; removal of certain outdated references; clarification that a person can be quarantined on the basis of a quarantine officer’s reasonable suspicion of infection or exposure; and provision that persons released under quarantine surveillance cannot be apprehended.   to give further effect to the International Health Regulations 2005 by: requiring persons and travellers subject to quarantine to submit themselves to vaccination or other prophylaxis, as necessary, and for the issue of certificates to provide proof of vaccination; and enabling charges to be levied on some travellers for the cost of certain health measures provided for public health reasons. Also makes minor technical and consequential amendments.
