    Amends the:
    Aboriginal and Torres Strait Islander Commission Act 1989
    to: abolish the Aboriginal and Torres Strait Islander Commission (ATSIC); rename the Act as the
    Aboriginal and Torres Strait Islander Act 2005
    ; and make consequential amendments arising from its abolition, including: the transfer of ATSIC’s assets and liabilities to other agencies, the establishment of a new housing fund to be administered by Indigenous Business Australia, and modification of the role of the Office of Evaluation and Audit; and
    Aboriginal and Torres Strait Islander Act 2004
    to: abolish regional councils from 1 July 2005; and make consequential amendments. Also makes consequential amendments to 11 other Acts.

    Further to the accrual budgeting and reporting framework introduced by the
    Financial Management Legislation Amendment Act 1999
    , the bill amends 112 Acts, including the
    Commonwealth Authorities and Companies Act 1997
    and
    Financial Management and Accountability Act 1997
    , to: update, clarify and align financial management and reporting provisions applying to Commonwealth entities; expand information requirements for special account determinations; and transfer from the Treasurer to the Finance Minister powers and functions to approve investments, money raising and guarantees for certain bodies (including power to delegate these powers and functions). Also repeals 28 redundant Acts.

    National Health Act 1953
    to: require health funds to provide contributors a “no gap” and “gap permitted” range of prostheses in relation to every in-hospital procedure for which a Medicare benefit is payable; provide access to health insurance benefits for prostheses implanted by podiatric surgeons; and provide for review of the operation of the amendments in the bill by 1 October 2007.
