    by: enabling the minister to determine national road vehicle standards for road vehicles and road vehicle components; prohibiting the importation into Australia of road vehicles that do not comply with national road vehicle standards, except in limited circumstances; establishing a Register of Approved Vehicles, on which road vehicles must be entered before they are introduced to the Australian market; establishing a framework for the recall of road vehicles and approved road vehicle components; providing for criminal offences, civil penalties, injunctions, enforceable undertakings and infringement notices; and providing for administrative matters, including using computer programs, review of decisions and information sharing and delegations.

    Amends the:
    Civil Aviation (Carriers' Liability) Act 1959
    (CACL Act) to: reflect the increase to the domestic liability cap for death or injury to passengers to $925 000 as effected by the Civil Aviation (Carriers' Liability) Regulations 2019; provide for the secretary to make regulations about permitted exclusions of liability in relation to the scope of mandatory insurance that airlines must obtain; and provide that servants and agents of a carrier can avail themselves of the same conditions of liability in addition to the limits of liability applicable to air carriers; and
    Air Accidents (Commonwealth Government Liability) Act 1963
    to provide that increases to the liability caps under Part IV of the CACL Act are incorporated regardless of whether implemented by amendments to the CACL Act or via regulation.

    Summary
    Implements Australia’s obligations in relation to sulphur emissions from ships under Annex VI of the International Convention for the Prevention of Pollution from Ships by amending the
    Protection of the Sea (Prevention of Pollution from Ships) Act 1983
    to: enable ships to use non-compliant fuel from 1 January 2020 if they are fitted with a scrubber or other equivalent compliance methods to reduce sulphur from their emissions to below the prescribed limit; prohibit the carriage of high sulphur fuel for propulsion purposes on board a ship from 1 March 2020 (carriage ban); exempt naval and foreign government vessels from the application of the Act; and clarify obligations of fuel oil suppliers to verify fuel quality.
