    to: give effect to certain of Australia’s obligations under the Single Convention on Narcotic Drugs, 1961 (the Single Convention); establish licensing and permit schemes for the cultivation and production of cannabis and cannabis resin for medicinal and scientific purposes, and for the manufacture of narcotic drugs covered by the Single Convention; provide for monitoring, inspection and enforcement powers for authorised inspectors and for the secretary to give directions to licence holders and former licence holders; and enable the secretary to authorise a state or territory government agency to undertake cultivation and production of cannabis and manufacture of medicinal cannabis products; and the

    Introduced with the Narcotic Drugs (Licence Charges) Bill 2016, the bill amends the
    Narcotic Drugs Act 1967
    to: protect sensitive law enforcement information that may be disclosed by law enforcement agencies for the purposes of regulatory action relating to medicinal cannabis licences, cannabis research licences and manufacture licences; introduce an offence for the unauthorised disclosure of sensitive law enforcement information in certain circumstances; clarify that cannabis research licence holders can supply seeds to licensed cultivators; enable the minister to make standards and guidelines; enable the making of regulations to specify periods within which the secretary must notify licence holders of certain matters; provide for the timing of payments of fees and charges; and enable the pro-rating refund, waiving, reduction or remission of fees; and the
    Therapeutic Goods Act 1989
    to enable regulations to be made prescribing the circumstances in which the use of medicinal cannabis products can be authorised.

    Introduced with the Nation-building Funds (Consequential Amendments) Bill 2008 and further to the COAG Reform Fund Bill 2008, the bill establishes three financial asset funds to provide capital investment in transport, communications, energy, water, higher and vocational education and health infrastructure: the Building Australia Fund, the Education Investment Fund and the Health and Hospitals Fund. The funds will be established as special accounts in the Consolidated Revenue Fund and will be managed by the Future Fund Board of Guardians.
