    to: extend the operation of the Act to include certain civil proceedings, including amending the short and long title of the Act;
    Administrative Decisions (Judicial Review) Act 1977
    to limit a court’s jurisdiction to determine a defendant’s application for review of a certificate decision by the Attorney-General; and to exclude a person requesting a written statement of reasons for a certificate or notice decision of the Attorney-General; and
    Judiciary Act 1903
    to give the relevant court jurisdiction in respect of applications for writs of mandamus or prohibition, or injunctions; and judicial review of a certificate or notice decision.

    Introduced with the National Transport Commission (Consequential Amendments and Transitional Provisions) Bill 2003, the bill: replaces the National Road Transport Commission by establishing the National Transport Commission which will have responsibility for developing, monitoring and maintaining uniform regulatory and operational reforms relating to road, rail and intermodal transport; and provides for model legislation and other instruments to be set out in the regulations, enabling the State and Territories to reference or enact the substance of the model legislation in their own laws, which will ensure national uniformity.
