    Amends the
    Australian Meat and Live-stock Industry Act 1997
    and
    Export Control Act 1982
    to increase regulation of the live animal export trade, by providing for: formulation of an Australian Code for the Export of Live-stock; increased integration of export licence and permit systems; legislatively based accreditation of veterinarians for purposes of approved export programs; and new offences in relation to the veterinarians’ accreditation scheme.

    Export Control Act 1982
    to: insert a definition for “fish”; extend the definitions of “preparation” and “premises”; create four new offences in relation to the preparation of goods for export; extend the services for which fees may be charged to services provided by the Secretary or the Secretary’s delegate; and clarify the use of certain terms; and
    Quarantine Act 1908
    to provide a legal basis for the recovery of fees for quarantine services provided by the Australian Quarantine and Inspection Service to other Commonwealth bodies.

    Agricultural and Veterinary Chemicals Code Act 1994
    to: require the Australian Pesticide and Veterinary Medicines Authority (APVMA) to implement the Agvet Code having regard to certain principles; provide for the APVMA to develop, publish and have regard to guidelines (the risk compendium) when exercising powers and performing functions under the code; implement a mandatory scheme for the re-approval of active constituents and re-registration of chemical products to periodically review active constituents and products; enable consistent data protection; and remove disincentives for industry to generate and provide data;
