Amends the

and to strengthen aviation security and safety by: enabling regulations to be made to prohibit activities or conduct outside a security controlled airport that disrupt or interfere with airport operations or aircraft; introducing additional powers for Australian Customs officers at airports; enabling the Civil Aviation Safety Authority to introduce a mandatory drug and alcohol regime in the civil aviation industry; and enabling, through regulations, exemption from aviation security screening for senior dignitaries, their spouses and minors.
