On 4 August 2004, the Senate referred the provisions of the above bill to the Senate Rural and Regional Affairs and Transport Legislation Committee for inquiry and report by 2 September 2004.

The bill proposes amendments to the Australian Meat and Live-stock Industry Act 1997. The Amendments implement a recommendation of the Keniry Report into export of live animals.
