From: Simona Trimarchi [strimarchi@pcq.com.au] Sent: Monday, 13 October 2003 9:00 AM To: ECITA, Committee (SEN) Subject: Inquiry into regulation, control & mgmt of invasive species Dear Sir/Madam, On behalf of the Ports Corporation of Queensland, I have reviewed the Environment Protection and Biodiversity Conservation Amendement (Invasive Species) Bill 2002 and have the following comments: * In regards to the definition of invasive species, which is " it is a non-indigenous species and it has been, or may be, introduced into Australia and, either directly or indirectly, threatens, will threaten or is likely to threaten, the survival, abundance or evolutionary development of a native species.", perhaps it would be useful to mention that a non-indigenous species can be either terrestrial or marine. > * There is no specific mention of marine or terrestrial species within the entire Bill. I'm not sure if it is necessary, but I think it would be of benefit to comment that there are both types of invasive species. The Bill does not mention anything about risk assessment or identifying risks of invasion. I assume this would be covered in the development of an Invasive Species List by the Minister, with advice from the experts in the Committee, and also it would be addressed in the development of the Invasive Species Threat Abatement Plan (where I also assume that ballast water will be mentioned as a risk of marine invasive species). > Thank you for the opportunity to comment on this Bill. Should you have any queries, please contact me.
