Ministers and
parliamentary secretaries on committees
There is nothing in
the rules of the Senate to prevent ministers or parliamentary secretaries
serving on committees. Ministers usually do not do so, and parliamentary
secretaries only occasionally. Their presence on committees could give rise to
questions of conflict of interest or bias (see below), for example, where
committees are inquiring into actions of government for which ministers and
parliamentary secretaries, as members of the executive government, are
individually or collectively responsible.
