Opening
by the monarch
Standing order 4 provides that when
the monarch is present in Australia and intends to indicate in person the cause
of the calling together of Parliament references to the Governor-General in
those standing orders relating to the opening of Parliament should be read as
references to the monarch. The monarch has opened the Parliament of the
Commonwealth of Australia and delivered the opening speech on three occasions: 15 February 1954, 28 February 1974 and 8 March 1977.
