State
and territory government responses to climate
change
Australian state and territory governments
have made many policy responses to climate
change. Many state and territory initiatives
operate in conjunction with similar Commonwealth
government policies.
The NSW Government
signed the Declaration
of the federated states and regional governments
on climate change, which affirmed
the commitment of regional governments
to taking action on climate change. Quebec
and Manitoba, in collaboration with The
Climate Group, co-hosted the Climate Leaders
Summit in Montreal on 5–6 December
2005.

Greenhouse Gas Reduction Scheme—emission
abatement certificates generated under
this scheme may be traded between scheme
participants. The trading aspects of this
scheme will cease operation when a national
emissions trading scheme commences operation.
4 May 2007—Victorian Premier
Steve Bracks and Californian
Governor Arnold Schwarzenegger signed
a climate change agreement. The two state
governments agreed to work together to develop
emissions trading schemes, clean energy
technology and conduct economic assessments
of climate change.
