Governor-General’s
speech
At the designated
time (usually 3 pm) the Senate resumes and the Governor-General is announced. The
Governor‑General then summons the Members of the House of Representatives
to the Senate chamber.
When the members of
the House of Representatives have assembled in the Senate chamber the Governor‑General
delivers the opening speech, in which the causes of calling the Parliament
together are declared. The speech, which is composed by the ministry, usually
reviews recent events and gives a summary of the government’s legislative
program of the session.
Upon completion of the reading of the speech by the Governor‑General,
the President and the Speaker each receive a copy of the speech from a member
of the Governor-General’s staff. The Governor-General then retires.
