Privilege motions
Motions to refer matters
of privilege to the Privileges Committee and relating to contempts of the
Senate are subject to special requirements (SO 81, 82). A matter of
privilege cannot be moved unless it has first been advised in writing to the
President, and does not have precedence unless the President has so
determined. A motion to determine that a person has committed a contempt or to
impose a penalty for a contempt requires seven days’ notice. (See Chapter 2,
