Introduction

This chronology summarises key announcements from state and territory governments on
COVID-19 up until 30 June 2020. It provides a comprehensive overview of the announcements made, but is not designed to be exhaustive. It seeks to avoid duplication of the announcements made by the Australian Government as much as possible. The chronology includes separate tables for announcements in each state and territory (Tables 4 to 11), each commencing with the first government announcement distinct from the Australian Government. Table 12 provides an overview of the sources used to develop this chronology. The links included in this chronology were correct as at 22 September 2020.

The first case of novel coronavirus in Australia (nCoV-19) was reported in Victoria on 25 January 2020, with an additional three cases confirmed in New South Wales later that day.[1] The name for the disease caused by nCoV-19, coronavirus disease (COVID-19), was announced by the World Health Organization (WHO) on 11 February 2020.[2] The first person to die from COVID-19 in Australia was a man from Western Australia who died in Sir Charles Gairdner Hospital on 1 March 2020.[3]

While this publication does not seek to compare the response of state and territory governments, the following two tables provide summaries of the two types of announcements of interest: initial broad economic package announcements and initial border restriction announcements.

Each state and territory government announced its first broad economic package in March, as summarised in Table 2.

Four states and one territory introduced border restrictions in March 2020 as part of their responses to the COVID-19 pandemic (see Table 3).

25 March 2020	The Minister for Health announced that following the decision by the National Cabinet, all elective surgeries (except for Category 1 and urgent Category 2 cases) would be suspended. April 2020
2 April 2020	The Chief Minister announced that the ACT Legislative Assembly had passed the COVID-19 Emergency Response Bill 2020, which would temporarily amend 20 pieces of legislation identified as crucial and urgent to support the ACT’s response to the COVID-19 pandemic. 	The Chief Minister announced additional support for households and local businesses and industries, including: deferring the issuing of notices for 2019–20 quarter four commercial and domestic rates by four weeks a one-off payment of up to $5,000 to taxi drivers who lease their taxi plates from private owners and establishing a Jobs for Canberrans fund to allow ACT Government Directorates to continue employing people for cleaning, repairs and maintenance projects, focusing on providing opportunities to people not eligible for the Australian Government wage subsidy scheme. 7 April 2020	The Minister for Education and Early Childhood Development provided clarification for senior secondary students, confirming that Year 12 students would have the opportunity to receive the ACT Senior Secondary Certificate in 2020. 8 April 2020	The Chief Minister announced that a new COVID-19 helpline had been established to assist people to stay informed and access specific services, such as COVID-19 health referrals. 15 April 2020	The ACT Government announced it had committed to implement a six-month moratorium on rental evictions for tenants suffering significant financial hardship as a result of COVID-19, as agreed by the National Cabinet. The ACT Government also indicated it would release a regulatory framework on rent payment freeze agreements and would prevent any ‘blacklisting’ of tenants who had lost income as a result of COVID-19 from occurring. 17 April 2020	The Minister for Sport and Recreation announced a funding and relief package of $3.3 million for Canberra’s sport sector, which included $700,000 for ACT peak sport and recreation bodies and early access to the 2021 Sport and Recreation Grant Program for triennially funded organisations. 20 April 2020	The ACT Government released information on $3 million in funding to support services for people at risk of homelessness or domestic and family violence. 1 May 2020	The ACT Government announced some easing of restrictions, including two adults plus children being able to visit another household, and people being able to leave their homes for non-essential shopping. 10 February 2020	The Minister for Health announced that a team of scientists and pathologists from NSW Health Pathology had successfully cultured the SARS-CoV2 virus, which would support improved testing and research in NSW and around the world. 3 March 2020	NSW Health advised that a 95-year-old woman died in hospital the night before. She was transferred to hospital from the Dorothy Henderson Lodge aged care facility at Macquarie Park after developing a respiratory illness. 17 March 2020	The NSW Government announced a $2.3 billion health and economic stimulus package. The package had two parts: $700 million in extra health funding, and $1.6 billion in tax cuts. The health funding would support doubling ICU capacity, preparing for additional COVID-19 testing, purchasing additional equipment, establishing acute respiratory clinics and bringing forward elective surgeries to private hospitals. 	The WA Government announced that WA regional travel boundaries would be further reduced, with only regions bound by the Commonwealth’s designated biosecurity determination and 274 remote Aboriginal communities remaining restricted. 	The Minister for Health announced that people from vulnerable groups who do not have any COVID-19 symptoms could be tested under the DETECT Snapshot project. 29 May 2020	The WA Government announced Phase 3 of the roadmap to ease COVID-19 restrictions would come into effect from 6 June 2020. Changes included allowing: non-work indoor and outdoor gatherings of up to 100 people at any one time, per single undivided space, up to a total of 300 people per venue food businesses and licensed premises to operate with seated service and alcohol to be served without a meal at licensed premises. 4 June 2020	The Australian Government agreed to remove the Commonwealth Biosecurity restrictions. As such, from 5 June the Kimberley, Shire of Ngaanyatjarraku and parts of the East Pilbara would reopen to the rest of the state. 7 June 2020	The WA Government announced a $444 million housing package to boost WA’s economic recovery and support the building and construction sectors. 8 June 2020	The Minister for Education and Training announced changes for government schools under Phase 3 of the roadmap, which included parents, carers and visitors being allowed inside schools for meetings and to drop off and pick up students. 18 June 2020	The Minister for Health announced the results of the DETECT Snapshot, which undertook two weeks of testing on people who had no symptoms of COVID-19.
